Large Medium small Local Government Boundary Commission for Scotland Home Boundary Commission for Scotland

The Commission has conducted a review of the boundary between Angus council area and Dundee City council area at Fithiebank. The stages of a review of an administrative area by the Commission are set out in legislation, and are summarised on the Reviews in Progress page.

This review began when the Commission decided that a review was required and agreed its Initial Proposals for the boundary at its meeting of December 2008. The Commission then wrote to the two affected local authorities, seeking representations on the Initial Proposals. In April, the Commission considered the representations received from the local authorities, and agreed to publish the Initial Proposals as its Provisional Proposals for public consultation. That consultation period began on 14 May 2009, and lasted until 6 August 2009 - a period of 12 weeks.

At its meeting of October 2009, the Commission concluded that a Local Inquiry was not required for the Fithiebank review, adopted its Provisional Proposals as its Final Recommendations, and agreed to submit its report containing its Final Recommendations to Scottish Ministers. The report was published on 29 October 2009.

Scottish Ministers laid an Order before the Scottish Parliament implementing the Commission's recommendations. The Scottish Parliament approved that Order, with the boundary changes taking effect on 1 April 2010.

As part of the review, the Commission placed copies of the Provisional Proposals and Final Recommendations at display points agreed with local authorities. The display points were:

  • Broughty Ferry Library, Queen Street, Broughty Ferry, DD5 2HN
  • Electoral Registration Office, 18 City Square, Dundee, DD1 9XB
  • Monifieth Library, High Street, Monifieth, DD5 4AA
  • Monifieth Access Point, High Street, Monifieth, DD5 4AA
  • Angus House, Orchardbank Business Park, Forfar, DD8 1AN

In addition, the Commission put a public notice in local newspapers, distributed a News Release, and wrote to MSPs, MPs, and community councils.

The documents relating to the implementation of the review, and those that were placed at the display points in support of the review are available here:
